A Joint meeting of all Executive Committee members of the Surveyors’ Association, Ministerial Staff Association, Class III Service Association, Topographical Staff Association, Draughtsmen’s (Cartographic) Association and Survey of India Karamchari Class IV Union was held on 11-2-2013 at Dehradun unanimously passed the following Resolution:- 
          RESOLUTION--I
This Joint meeting of the Executive members of all the aforesaid Survey of India Associations/Union expressed grave concern over the activities and functioning of the present Surveyor General of India (Dr. Swarna Subba Rao),who has taken the charge for last about 2 and half years. It is found that the said Surveyor General remains out of the Headquarters : Dehradun for most of the days without any justified reasons. As he is always on tours, which affect not only the work of the Department, but also put a heavy burden on the Government Exchequer. Due to this, the grievances of the employees has not given due cognizance.  

In view of above, all the Associations/Union of Survey of India unanimously resolved to request upon the Secretary, Department of Science and Technology for restraining the Surveyor General of India from the absence at the Headquarters (Dehradun) and also taking appropriate actions against the Surveyor General of India in this regard. On the other,  the pending grievances of the employees be settled at the level of the DST.          
     RESOLUTION--II
Immediately after taking up the charge as the Surveyor General of India, Dr. Swarna Subba Rao has proclaimed to implement the cadre restructuring at the earliest and reconstituted the Committee for the same. But it is found that the Committee as well as the Surveyor General of India did not take the views / suggestions of the Staff side in to cognizance. The Committee also did not follow the guidelines in the matter 
which lead into consequences that the cadre restructuring proposals presented by the Surveyor General of India was incomplete and inconclusive and was only soothing to the Group ‘A’ cadres ignoring the grievances of the other existing employees. The Committee comprising the Group ‘A’ Officers of Superintending Surveyor level are also biased on the promotee  cadres in the Department. As such these officers have developed to manipulate the proposal irrationally, unethically, illegally and illogically and proposed the cadre of Survey Technologist in  the Grade Pay of Rs.2800 downgrading the same from the existing Rs.4200. Such a proposal is against the guidelines and recommendations of the Sixth CPC for grant of pay structure for the Graduate with Computer knowledge Entry levels which have been recommended in the Grade Pay of Rs.4200. It is pertinent to  mention here that the Surveyors, Survey Assistant, Draftsman Division I, Technical Assistant, Stores Assistant etc, are placed in the revised pay structure  of Rs. 4200 in PB-2 after implementation of the recommendations of the Sixth CPC. The cadres like Surveyors, Survey Assistants and Draftsman Division I are likely to merge to form the main technical cadre in the department in the Graduate entry level and the said amalgamated cadre is proposed to be designated as Survey Technologist. As such, the entry level of the proposed new cadre of Survey Technologist should not be proposed below the pay structure of Rs. 4200 in PB-2 in the cadre restructuring. Thus, the meeting  noted that apparently the Committee on cadre restructuring are completely biased to deprive the existing incumbents by downgrading their hierarchy.  We, therefore, conclude that the proposal submitted by the Surveyor General of India  have been  returned  again and again by the Department of Science and Technology with the objections due to deviations in the norms at the entry level of Survey Technologist and also undue & unwarranted flatness at the upper levels. The meeting also conclude that  the Committee appointed by the Surveyor General of India for formulation / finalization of the cadre restructuring is responsible for all such deviations and lapses as well as  delays in the finalizing the proposals. 
 
Further, it is pity to note that the arbitrary and illogical departmental restructuring of Survey of India was carried out during 2003-04 wherein some Directorates / GDCs were formed at various stations without providing the post of Establishment and Accounts Officers (Head  of Office) which is at all necessarily required as per the norms to establish any new office. 

In view of above, all the Associations/Union of Survey of India unanimously resolved to request upon the Secretary, Department of Science and Technology for taking appropriate actions against all the members  of the Committee who are responsible for preparation of the proposal of the burning issues, but are delaying the 
same without any justification. It is also requested to review the aforesaid lapses in the cadre restructuring proposals including Survey Technologist in accordance with the guidelines set out by the Sixth CPC and  it should be implemented after necessary corrections including the provision of Establishment and Accounts Officer posts as above without any further delay. 
     RESOLUTION--III
While the recommendations of the Ad hoc Departmental Anomaly Committee of the Department of Science and Technology comprising of the official representatives of DST, Ministry of Finance, DoP&T and Survey of India on the one hand and the Staff side representatives of National Council (JCM) on the other are pending with the DST for implementation, Sixth CPC started functioning. DST referred the anomaly cases of 
Survey of India to the Sixth CPC through DoP&T/ Ministry of Finance. But, there is no reference in the Sixth CPC report about the Survey of India  as well as various uncommon / common cadres in the Department despite the fact that the Survey of India is an oldest Department and performing special nature of duties. The fact that the previous Surveyor General of India (Maj. General M. Gopal Rao), did not attend the Oral Evidence before the Sixth CPC on the scheduled date. As such, the Commission ignored the Departmental Memorandum, resulting the recommendations of the Sixth CPC caused further serious anomalies in the pay scale of various posts in the Survey of India compared to their counterparts in various Central Government Departments.  This is needed to be resolved by the Surveyor General of India and the Department of Science and Technology by virtue of appropriate recommendations / modifications keeping in view maintaining the existing relativities. But unfortunately, the present Surveyor General of India is indifferent on such grievances of  the employees and it appears that he is of the opinion that he was not responsible for the same and hence he will not take any action over these points. Such an attitude of the Surveyor General of 
India has fetched unrest and in turn increased the number of litigations in the department. It is pertinent to mention here that DoP&T’ under OM No.A-11019/2/98-AT dated 3-9-1998, addressed to all Ministries / Departments issued guidelines over timely redressal of the genuine grievances of the employees and streamlining / improving the Rules and Conditions of Service matter. But contrary to the same, the meeting noted that the Surveyor General of India is indifferent to settle the genuine grievances of the employees despite clear cut court decisions.  

In view of above, all the Associations/Union of Survey of India unanimously resolved to urge upon the Surveyor General of India and the Secretary, Department of Science and Technology for rectifying the anomalies in the pay scale of various cadres as recommended by the Ad hoc Departmental Anomaly Committee.  
          RESOLUTION—IV
The fact that Dr. Swarna Subba Rao took over  the charge as the Surveyor General of India on 26-8-2010. He expressed to the representatives of the Association on that day at Dehradun, that he will take  care of the fulfillment of the technical augment of the department and soon will declare the technical manifesto for the Survey of India. But surprisingly, there is no  plan and programme to move the Department ahead. The present Surveyor General of India is busy with his self interest. Practically, he has no time for the department. He has now established a FAX in his resident phone to show that he is very busy with his official duties in his residence even. He has promised to work 2 extra hours each during morning and evening.  As such, he invited the officers to contact him during those hours for official work. Such, a gesture of the Surveyor General of India shows his great devotion for work on records. But surprisingly, he is always on tours. He has least interest for any technical work. Thus, the present Surveyor General of India has failed completely to accomplish and to get any achievement in technical matters except killing the time.
  
In view of above, all the Associations/Union of Survey of India unanimously resolved to urge upon the Secretary, Department of Science and Technology with the earnest request to intervene in the matter.  
     RESOLUTION—V
The present Surveyor General of India is least interested to resolve the issues pertaining to the grievances of the employees. He  is not responding to the representations of the recognized Service Associations/Union of Survey of India even over the corruption charges leveled against  one Director, Dr. M. Stalin, Bihar GDC, Patna. In stead, the Surveyor General of India is backing the said corrupted officer and providing shelters to the said Dr. M. Stalin for his vested interest. Another Director, Shri U,N, Mishra of G&RB who is knowingly and unknowingly engaged in the higher studies at Roorkee using the office hours and without taking any approval as prescribed under the Rules. He is also using the office  infrastructure, office time including the vehicle to pursue his higher studies at outstation, whereas the Surveyor General of India has closed his eyes on such vital issue. 

In view of above, all the Associations/Union of Survey of India unanimously resolved to urge upon the Secretary, Department of Science and Technology with the earnest request to intervene  and investigate into the matter and to be kind enough to take corrective measures/action against the aforesaid officers including the Surveyor General of India.  
     RESOLUTION—VI
The meeting expressed grave concern over the provisional permission accorded by the Surveyor General of India under SG’s No. J- 10747/612-Group ‘D’ dated 7-11-2012 for formation of the so-called  Map Reproduction Technical Labourers Association. The meeting denounced the unilateral, arbitrary  and illegal action of the Surveyor General of India as the said action of the Surveyor General of India is against the provisions contained in the CCS (Recognition of Service Association) Rules, 1993 and amendments there to from time to time. This establishes his high-handedness. In this connection, it is pertinent to mention here that while the present Surveyor General of India is unable to resolve the genuine grievances  put forth by various 
recognized Associations / Union of Survey of India, his initiatives to form and support a splinter group in erstwhile Group ‘D’ Union is completely malafide and self-oriented and is against the role of the Head of the  Department. It is learnt that the Surveyor General has also directed his subordinate officer to attend the executive committee meeting of the said so-called  unauthorized Association which is against the protocol 
and procedures. 

The meeting through this resolution, request upon the Secretary, Department of Science and Technology to intervene and investigate the matter and to set aside the provisional approval granted by the Surveyor General of India to the said so-called Map Reproduction Technical Labourers Association. 
     RESOLUTION--VII
The meeting expressed grave concern over the corruptions/malpractices run by the present Surveyor General of India in the Department. The outsourced man-power have been misused at the behest of the Surveyor General of India. The payment of  4 such outsourced personnel have been made from the Professional Services Budget of Survey of India, who have  been fully engaged in the residence of Smt. Jaspal Kaur Pradyot, Director, Administration & Finance in the Surveyor General’s Office on deputation, for her private use. Similarly, the other officers have also engaged and misused the outsourced manpower for their private work.  These outsourced personnel have been paid for the whole of the month ( upto 31 days)  from the Government exchequer, but as per Labour Laws and rules in this regard one should be given one day week off. It is also learnt that the  said Smt. Jaspal Kaur Pradyot, Director, Administration & Finance is misusing her official position and power by which she is using the official vehicle to go and come to office in lieu of transport allowances. But in fact, she is not entitled to get such benefits as she is not getting the Grade Pay of 
Rs.10000/-. She is daring to  act such mal-practices under  the shelter of the present Surveyor General of India. 
    Since this corruption and malpractice  involves the officers like Director, Administration & Finance and others, this  requires a High level inquiry need to be conducted by the Department of Science and Technology to know how an Officer of ex-cadre (Smt. Jaspal Kaur Pradyot) is involved to misuse the powers and money of the Survey of India. 
The meeting through this resolution request upon the Secretary, Department of Science and Technology to intervene and investigate in to the matter and also to stop the aforesaid malpractices in engaging the outsourced personnel  and using of Govt. vehicle in  lieu of transport allowance by Smt. Smt. Jaspal Kaur Pradyot and take the suitable action against the aforesaid officer. The meeting also noted that  this ex-cadre 
officer who is involved in the corruption and mal-practices  should not be considered as further useful in the interest of the Department due to her doubtful integrity. 
     RESOLUTION--VIII
The present Surveyor General of India is very much engaged for misusing the fund of the Survey of India on Transfer TA etc. by ordering unwanted transfers /postings of Officers / staff which neither in the interest of the Department nor the employees.  For example, the present Surveyor General has issued orders  under No.C-974/707 dated 1-2-2013 by transferring the Officers / staff  from Dehradun to Chandigarh,  Bangalore and vice versa, from Jaipur to Jabalpur and vice versa, despite the fact that there are vacancies available in all these stations and the promoted officers could be posted in their respective stations. Similarly, the Surveyor General has issued another order  under No.C-6880/718-A dated 30-11-2012 by transferring the Officers / staff from Jabalpur to Hyderabad and vice versa without any justification, The Surveyor General of India intentionally treated them as refusal despite the fact that there are vacancies in both the stations. Thus, there is no necessity of any out station transfers / postings on functional considerations. Similarly, the present Surveyor General of India also issued transfer orders transferring officers from Hyderabad to Jabalpur and vice versa. The above orders  are clear cut violation of the austerity measurers issued by the Government of India.  
    The meeting through this resolution request upon the Secretary, Department of Science and Technology to intervene in the matter and to issue necessary orders to the Surveyor General of India for revising the transfer/posting orders by posting the incumbents in their respective stations where there are vacancies.   
     RESOLUTION--IX  
The meeting invited the attention of the authorities to the sanctity and object of the JCM Scheme enshrined in the Constitution of the said Scheme, which states as under:- 
3. Objects.- The object of the Council is to promote the harmonious relations and to secure the greatest measure of  cooperation between the Government in its capacity as employer, and the general body of its employees in the matters of common concern and with the object, further of increasing the efficiency of public services combined with   the welfare of those employed.”  
To achieve the aforesaid objectives, the Scheme provides Three-tier Councils i.e. National, Departmental and Office levels. The National Council (JCM) is functioning whereas the member from the Staff side representing the Department of Science and Technology is not yet been nominated. As such, the  common grievances of the employees of the Survey of India could not have been placed  before the National Council (JCM). 
The Departmental Council (JCM) of the Department of Science and Technology incorporating the representatives of the various Associations/Union of Survey of India is not yet constituted  and necessary formalities in this regard have not yet been completed by the Surveyor General of India despite initiatives taken by the Department of Science and Technology  during 2008. As such, the genuine grievances of the employees which are to be resolved through JCM flora in the Departmental levels are being delayed. 

    It is pertinent to mention here that in the intervening period of the absence of the functioning of the Departmental Council (JCM) and prior to the periods under  the present Surveyor General of India, the representatives of the Associations / Union were usually approaching to the concerned Staff Officers of the SGO for redressal of their genuine grievances of minor natures which fall under their jurisdictions. But surprisingly, the present Surveyor General of India has shut down the doors of such an useful mechanism of grievances redressal and acting anarchically keeping all the powers with him.  

The meeting through this resolution request upon the Secretary, Department of Science and Technology to intervene in the matter and to issue necessary orders to the Surveyor General of India for reviving the Departmental Council (JCM) at the earliest  

     RESOLUTION—X
The meeting noted that the charter of  duties of Survey of India have been increased enormously to meet the thrust of growing economy on the one hand and the strength is decreasing day by day on the other. Apart from this, the department is switching over the surveying and mapping of topographical maps on a larger scale of 1:10,000. As such, a large number of technical personnel in Group ‘A’, ‘B’, ‘C’ ad ‘D’ and other staff will be required to fulfill the above goal of the Department. Some posts of all Groups are lying vacant due to lack of proper initiates at the appropriate levels. 

The meeting through this resolution request upon the Surveyor General of India for taking initiatives for filling up all the vacancies particularly at the direct recruitment levels for proper functioning of the department to meeting the challenges.  
     RESOLUTION--XI
The various activities of the present Surveyor General of India shows that he is only engaged to create unwanted conflicts and confrontation with the employees and Associations without any justified reason. Considering the facts that the present Surveyor General of India is remaining out of Headquarters for most of the days of the month, arbitrary proposals for cadre restructuring leading to objections time and again by DST, non-settlement of the anomaly cases in respect of the employees despite court decisions and DoP&T guidelines, complete failure in achievement in technical matters except killing the time, Surveyor General of India is backing and providing shelters to the corrupted officers (Directors) like Dr. M. Stalin and Shri U.N. Mishra,  Surveyor General of India is unable to resolve the genuine grievances  put forth by various recognized Associations / Union of Survey of India whereas taking initiatives to form and support a splinter group in erstwhile Group ‘D’ Union is completely malafide and self-oriented and is against the role of  the Head of the Department, the Surveyor General of India has also failed to maintain the employer-employees relations, the outsourced man-power have been misused  by Smt. Jaspal Kaur Pradyot, Director, Administration & Finance at the behest of the Surveyor General of India, the Surveyor General of India is misusing the fund of the Survey of India on Transfer TA etc. by ordering unwanted transfers /postings of Officers / staff which neither in the interest of the Department nor the employees, the Surveyor General of India has shut down the doors of the useful mechanism of grievances redressal, no initiatives for filling up of the vacant posts in Survey of India, it is thus felt that the present Surveyor General of India should show the matureness to remove such abnormality in his attitude / behavior and official activities, which is not expected from a Senior Officer holding the post of the Head of the Department in the pay scale of  Scale of HAG+ Rs.67000-@3% Rs.79000. The meeting noted that the drastic changes in the official activities/dealings and attitude of the Surveyor General of India is most probably occurred after a few months of his taking over the charge as the Surveyor General of India. He has been granted absolute powers in certain areas as the Head of the Department which he is now misusing in the aforesaid manners and in many cases he is provoking against the Association office bearers and also acting against them with prejudicial attitude. Many other activities of his irregularities and mal-practices were also brought to the notice of the Secretary, Department of Science  and Technology by some citizen and exgovernment servant, which also needs high level investigation. 

The meeting through this resolution, request upon the Secretary, Department of Science and Technology to intervene in the matter and to take appropriate action at the appropriate level for reviewing the charge of Dr. Swarna Subba Rao as the Surveyor General of India in the interest of the Survey of India and the Nation.  The meeting also resolved that the points mentioned above may kindly be considered / settled at the earliest possible
