RESOLUTION ADOPTED AT THE CENTRAL EXECUTIVE COMMITTEE MEETING OF MINISTERIAL STAFF ASSOCIATION, SURVEY OF INDIA HELD ON 22ND AND 23RD JANUARY, 2013 HELD AT BHUBANESHWAR
 
The Central Executive Committee meeting of Ministerial Staff Association ,Survey of India notes with deepest concern that the the most deserving and genuine demand for implementation of Cadre Restructuring proposals in favour of Ministerial Staff members is yet to get any positive way despite the fact that not only the Survey Administration but also DST had assured of getting it implemented. Not only the major branches of MSA had passed unanimous resolutions urging upon the Department and Government to implement the same but Central HQs also are continuously trying through letters and resolutions to both the Administrations for doing the needful with the hope that the depressed and worst-suffering cadres of Survey of India get justice by way of implementation of Restructuring of the Ministerial Cadre from due date. It has also been observed that in spite of the sincere efforts put on by the Association to bring this demand to its logical solution through various correspondences since last 9 years or so on one hand and the assurances given by the DST vide their letter No.SM/011/001/2008 dated 3.6.2008 on the other, no due cognizance has been taken. This meeting of MSA denounces both the Administrations not only for adopting dilly- dallying techniques but also for the reasons that the directive of the Cabinet Secretary (Higher Authority) regarding implementation of pending Cadre Restructuring in all the Departments is not being taken into consideration. The reasons for amending the proposals again and again by a selected group of officers, which were initially submitted to the DST vide SG's No.J-3198/612-Ministerial dated 12th March, 2008, are not understood.


The meeting, after deliberation, opines that neither the DST nor the Surveyor General is ready to even ensure any comprehensible progress in the process of Cadre Restructuring so far except some lip sympathies and vague assurances. The meeting unanimously resolves that as the Ministerial Staff members are always discharging their time-bound duties so it is the high time for both the Authorities to reciprocate in the same manner and fix a time-bound action for implementation of long- overdue Cadre Restructuring. The Meeting also notes that for non- implementation of the pending Cadre Restructuring, the staff members and branches scattered over the length and breadth of the Country have reasonably become greatly disappointed/frustrated and are loosing hope in their honest search for a better tomorrow.
 
The meeting also denounces the act of both the Administrations for misusing the caliber of the technical officers, instead of giving the proper strength of E&AO, purely on accounts and administrative work.
 

The technical officers are recruited exclusively for the upliftment of the technical work of the Department and were imparted as good as 7/8 trainings during their services in different courses at STI/G&RB after spending sizably large amount of expenditure from the public funds. This practice in the Department resulted downfall in productivity and non- achievement of given targets.
 
This meeting reasonably hopes that the SG and the Ministry will stop passing the ball with the Cadre Restructuring proposals, as earliest implementation of the same is a sensitive issue and both will be pleased to make out the real sentiments and resentment played in this very important as well as significant resolution. The meeting sincerely and seriously feels that the Ministry/SG are yet to give proper importance and weightage aimed at implementation of the long-pending Cadre Restructuring which only can pacify the staff members so as to enable them to think that the Department as well as the SG have done something for actual welfare and betterment of the worst- suffering Ministerial Cadres in Survey of India. The meeting hopes that the competent authorities will be prudent enough not to compel the MSA & its members to take recourse to agitational / legal means in the days ahead in the event of failure to accede to this vital demand by the end of February, 2013.
 
Resolved that a copy of this Resolution be forwarded to:-
1. The Honfble Minister of Science & Technology, New Delhi for information with a request to intervene in this very important issue pending since 9 years and ensure favourable action as per spirit of this resolution.
2. The Honible Secretary to the Govt. of India, Ministry of Science &Technology, Department of Science & Technology, New Delhi for kind information and favourable action as desired in this resolution.
3. The Surveyor General of India, Dehra Dun for kind information and earliest action as deemed conducive by him.
4. All Additional Surveyor Generals/Directors of Survey of India for kind information.
5. The President & Secretary General, Confederation of Central Govt. Employees & Workers, New Delhi for information with request for action as felt necessary.
6. All COBs/Branches of MSA/All Secretary Generals of Sister Organisatrion for information.
