OFFICE MEMORANDUM
Subject: Amendments to Rule 212 of General Financial Rule, 2005 — Utilization Certificate in the case of Direct Benefits Transfer (DBT) Scheme — regarding.
The undersigned is directed to state that the provisions of Rule 212 of the General Financial Rules (GFRs) 2005 relating to Utilisation Certificates in respect of grants released by the Central Government, have been reviewed in the context of Government's decision to roll out Direct Benefits Transfer Scheme.
2. Accordingly, it has been decided to add the following provision to Rule 212 of GFRs as under:
'Rule 212 (6) In the case of schemes covered under Direct Benefit Transfers (DBT), where the fund flow is directly from the Central Government to the beneficiaries, the intimation from the bank/ National Payments Corporation of India (Aadhaar Payment Bridge) regarding deposit of the funds in the beneficiaries' bank accounts, generated as per the procedure prescribed by the Controller General of Accounts, may be treated as a Utilization Certificate. The Ministry/ Department releasing the grant should keep proper record and accounts relating to such direct releases under DBT to the beneficiaries bank accounts,"
3. Ministries/ Departments are requested to bring this amendment to the notice of all concerned for their information and compliance.
