SUB: PROPOSED MERGER OF SURVEY OF INDIA WITH NATMO.
REF: Resolution passed and submitted by all Survey of India Associations / Union on the subject dated 12/11/2012.
Sir,
We are to invite your kind attention to the aforesaid Resolution passed by all Survey of India Associations / Union on the subject dated 12-11-2012 and submitted to all concerned higher authorities including your good offices for consideration with the request not to proceed with the merger of Survey of India and NATMO which will notbe in the interest of the employees, their families and the Departments. A photo copy of the same is enclosed herewith for your ready reference please.
2. It is submitted that Survey of India is the oldest-cum-traditionally important Central Government Department established in the year 1767 with well thought of the then administrators. But it is pity to note that instead of developing the department to cope with the need of the Country with the new technology, the Authorities are trying to skelton the Department which are not at all correct in the interest of Department.
3. In the interregnum, it is transpired that your good offices has constituted a Committee to look into the issue of merger of Survey of India and NATMO on the line of data infrastructure etc. We are also given to understand that the members of the Committee comprising of the only one cadre of Survey of India. It is apprehended that the findings of the Committee may be one-sided and may be intended for protection of the interest of some particular class or category. There is a great frustration and curiosity amongst the employees all over India over the issue of merger. In this connection, it is submitted that whenever, any re-organization, merger, dismantle and policy matter decisions, which would affect the lively-hood of the lower group/ staff, are taken place, the Staff side members of the Departmental Council / representatives of the Associations / Union, should invariably be consulted / be taken into confidence and their views should be included before taking any decision/further processing of the matter.
4. In view of above, it is hoped that the sentiments and the feelings of the employees and Associations / Union of the Survey of India over this important issue will be taken into due cognizance by your good offices and necessary steps may kindly be taken to remove the apprehensions of the employees and the Associations/Union at large by taking their views before taking any final conclusions over the issue of merger by your good offices.
